Phase 2 – Develop – Work up a solution/options and test with the client
-
Phase 3 – Deliver - Finalise recommended solutions and deliver executed contract (plus any training, guidance manuals and post-contract assurance necessary).
Cost Control

Cost control aims to ensure that the project objectives are delivered within funding constraints in a controlled manner. Our Cost control service comprises the estimation of project costs, the setting of an agreed budget, and management of actual and forecast costs against that budget.
Cost control is critical to the success of any major project or programme, it provides our clients with visibility over their estimates, budgets, commitments, expenditure and forecasts with a view to outperform their budget; including management of contingencies for project uncertainties (i.e. risks; threats & opportunities) and evolution of project definition e.g. maturity in reference information and designs.
Cost Planning, estimating & engineering

Cost estimates are used as part of a client’s business case to secure funding, and assist in developing understanding of the cost drivers of the project/programme.
Where scope information may be limited in the initial stages of a project/programme, the skill of the estimator is very important. As scope maturity develops, cost estimates will also be refined to improve predictability and increase the headroom to the established affordable budget.Cost planning techniques can provide an 'order of costs' figure for a new project/programme based on previous, similar schemes at the concept stage.
The development of a detailed cost plan enables the total cost of a scheme to be controlled as the design develops. As additional information becomes available, the cost plan can be progressively refined to produce more detailed cost targets by
Procurement and contract strategy

In considering the procurement strategy the Commission manager should consider the following:

-
Checklist of Major Influences on Procurement selection
-
Procurement Workshops & Option
-
Key risks associated with each option
-
Risk Management

Risk management is the proactive identification, analysis and management of threats and opportunities that will help our clients make better investment decisions, improve delivery certainty and enhance operational performance
Dispute resolution

Clients need early reliable independent evaluation of disputes based on both commercial and contractual merits to appraise options and decide on an appropriate strategy for resolution. Experienced guidance and advice is essential to properly consider all relevant matters and form a strategy for resolving the dispute that is targeted to achieve the clients goals.
Independent project review

Project health checks provide assurance for owners and investors or can provide early identification of problems and issues, particularly relating to reported cost. Subject to the findings the owner can assess whether a deeper forensic exercise is required to provide more insight into necessary remedial measures and resolution of contractual issues.
